'[DP]' means that rule may be subject to a discretionary penalty.
'[NP]' means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1 (Right to Protest).
The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2025-2028 (RRS) and the Bullseye Sailing Association (BSA) Rules for Regattas.
US Sailing Prescription V1 will apply.
The rules will be changed as follows:
Jib and Main Division (JAM): The intent of this division is to include boats and sailors that may not be equipped for spinnakers either with hardware or experience.
The Sailing Instructions will be available at https://bullseyesailing.org/2025 August 11, 2025.
Supplementary Sailing Instructions will be posted to the official notice board.
The official notice board is located at https://bullseyesailing.org/2025/. As a courtesy notices will also be posted bulletin board located on the porch of the Beverly Yacht Club.
All boats will carry a working VHF radio, capable of transmitting and receiving on all standard marine channels.
While racing, except in an emergency, a boat shall not make or receive voice or data transmissions that are not available to all boats. Use of mobile phones and apps is prohibited.
[DP] Competitors and support persons shall comply with reasonable requests from race officials
The regatta is open to boats of the Bullseye Class, skippered by current members of the Bullseye Sailing Association who complete registration with the OA.
There will be two events: Single-Handed Challenge and Bullseye Nationals. The Nationals event will have two divisons: Spinnaker and Jib and Main Division (JAM). One entry fee and process applies to the overall events.
Co-skippers are allowed for the Nationals event. Skippers and co-skippers must be Bullseye Sailing Association Members in good standing and declared at registration.
Skippers and co-skippers may not be classified as a Group 3 sailor, from 2020 to 2025 as defined by World Sailing Regulation #22 - Sailor Classification Code. Except they may participate if the Group 3 sailor is helming/racing his/her own Bullseye and has participated in qualified races within the 2025 calendar year.
The skipper for the Single-Handed Challenge must be designated at registration and be any of the boat’s skipper, co-skipper or crew.
All competitors (skippers, co-skippers, and crew) shall sign a release and waiver as part of registration. Those under the age of 18 at anytime during the regatta shall also submit, at the time of on-site registration, a release for medical care signed by a parent or guardian.
Skippers will register electronically using links found at https://bullseyesailing.org/2025/. Registration will open on May 7, 2025.
Loaner Boats: There will be a limited number of loaner boats available to visiting skippers. Requests for loaner boats should be made while registering for the regatta. Loaner boats are assigned on a first-come, first-served basis for paid registrants visiting BYC from other clubs. If you can’t come because no loaner boat is available, we will refund your registration fee in full. Registrations are otherwise not refundable.
BYC members will host visiting sailors in their homes. Please complete the housing request information as part of registration.
Entry fees are $375 for a skipper and one crew. This includes,
Late fee of $100.00 will be applied for registration received after August 1, 2025.
The fee for the additional crew will be $80.00 until August 1 and then the fee will be $100.00.
Guests fees for extra meal tickets are Friday dinner - $25, Saturday dinner - $35, and Sunday lunch - $20. Meal tickets after August 10 will be an additional $5.00.

Legal class mainsails, working jibs, and spinnakers shall be used during the regatta. Genoa jibs may not be used.
Every sail used in the Regatta must be measured or have been measured, be legibly marked, and must conform to specifications. Every effort should be made to do this before arriving at the regatta. If the sails have not been measured, they must be checked by the official measurers at BYC, in accordance with the BSA Part II Technical Specifications E6.
Re-measurement of sails which did not initially qualify must be done by arrangement with the class-appointed Chief Sail Measurer.
[DP]Boats must adhere to class one-design specifications and rules and are subject to inspection at any time to ensure compliance with BSA Technical Specifications (Part III, Article 3.6).
[DP] Crew or equipment changes require advance written permission of the OA (BSA Part III, Articles 6.1 - 6.4).
[DP] The required portable equipment (BSA Part II Technical Specifications B5) includes (but may not be limited to) a working VHF Radio, an anchor with 4 feet of chain and 100 feet of rode, paddle/oar, horn/whistle, bucket, and compass.
[NP] In accordance with RRS 40.2, RRS 40.1 applies. Competitors shall wear a personal floatation devise (PFD) while racing, except briefly while changing or adjusting clothing or personal equipment. The PFD must be worn outside all clothing, except a thin shirt if preferred. NOTE: The “Y” flag will not be displayed.
The racing area will be in the outer Sippican Harbor. The racing chart will be included with the Sailing Instructions available August 11, 2025, and will be displayed on the office notice board.
The courses will be fully described in the Sailing Instructions. They will include drop mark type windward-leeward, which may contain an offset mark and gates. Courses will be appropriate for the conditions and fleet size.
Completion of one race constitutes a series.
Up to but no more than five races will be run, the competitors score will be the total of all races.
The Single-handed challenge is open to all Bullseyes registered for the 2025 Bullseye Nationals.
Boats must be sailed with a crew of one (1) person total. Spinnakers are not permitted.
Completion of three constitutes a series.
A maximum of seven races will be run.
If six or more races are completed, a boat’s series score will be the total of her race scores excluding her worst score.
Rule A5.3 applies.
For the JAM division: Spinnakers, genoas and poles may not be used. Single-handed sailing is not permitted.
Competing boats shall not be hauled out during the event except with and according to the terms of prior written permission of the OA.
Visiting Skippers have first priority on requesting a loaner boat. Boats will be assigned by lottery in order of registration and full payment. After July 31, 2025, if loaner boats are available, BYC members who do not own a Bullseye can request a loaner boat.
In order to qualify for a loaner boat, a skipper must complete registration and comply with all the requirements, including damage deposit of $500 payable at on-site registration. Deposits shall be returned following a post-regatta inspection for undamaged boats and may be retained for damaged boats until proper repair estimates can be made. This deposit may be used entirely or in part to cover any damage to the chartered boat. Sails are not covered under this policy.
The loaner boats bottom may not be modified other than cleaning, unless written permission has been given by the boat’s owners.
The hardware and deck layout of the loaner boat may not be modified or changed without written permission of the boat’s owners.
The skipper/crew of the loaner boat is responsible for bringing all sails, jib and spinnaker sheets, spinnaker pole and jib club.
The sail number must be provided and approved at registration.
If a loaner boat has a mechanical breakdown. Break down points will be awarded for missed races. A replacement boat or repair will be provided for the skipper as best as can be provided.
[DP] The intentional discharge of trash in the water is prohibited during the entirety of the events.
Any boat observed in violation of 15.1 is subject to disqualification of all races sailed on the day of the infraction, at the discretion of the Protest Committee.
RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.’ By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.
The OA does not accept any legal liability for any property damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta except as the regatta insurance coverage applies.
Each participating boat shall be insured with valid third-party liability insurance with a minimum coverage of $100,000 per incident or the equivalent.
Event and Division Prizes
Prizes will be awarded to first-place skipper and crew for each race for both events.
Additionally, five perpetual trophies will be presented:
The E.L. Goodwin Bullseye National Trophy, to the winner of the National Regatta;
The Beverly Trophy, to the skipper who shows the most improvement from one National Regatta to the next;
The Rockport Trophy, to the highest finishing boat that is not a member of the host fleet;
The Card Sound Filial Trophy, to the highest finishing boat that has at least two generations of the same immediate family as skipper and crew;
The David Burnham Bullseye Masters Trophy, to the highest finishing boat with a skipper aged 75 and above.
